Canadian Base Level Industrial Emission Requirements (BLIERs)

The Pulp and Paper Air Quality Forum (PPAQF) is comprised of representatives from Canadian industry, provincial and federal governments, environmental organizations, and first nation’s communities. The PPAQF Advisory Group recommended a 10-year agenda that focuses on reducing emissions of sulphur dioxide and particulate matter, priority emissions linked with a variety of health concerns. The proposed targets developed by the PPAQF were derived from benchmarking analyses that compared world-leading international industry performance and the most stringent provincial limits. This work forms the basis for the proposed BLIERs for the pulp and paper sector.
