CC-15-002: Revised Draft EPA Framework for Assessing Biogenic CO2 Emissions from Stationary Sources

On November 19, 2014, EPA released a number of documents related to its ongoing deliberations on biogenic CO<sub>2</sub> emissions. The materials made public include a 63-page report containing the revised draft Framework for Assessing Biogenic CO<sub>2</sub> Emissions from Stationary Sources, 14 appendices to that report, a memo from the EPA Office of Air and Radiation to the EPA Science Advisory Board (SAB) Panel requesting a review of the revised Framework, and a second memo (sometimes called the “McCabe memo”) from the EPA Office of Air and Radiation describing EPA’s current thinking on how to address biogenic CO<sub>2</sub> in the context of the Clean Power Plan (CPP) and the Prevention of Significant Deterioration (PSD) program.
