PCWP MACT

EPA issued the Plywood and Composite Wood Panel Maximum Achievable Control Technology (PCWP MACT, 40 CFR Part 63, Subpart DDDD) emission standards in July 2004. These standards established hazardous air pollutant (HAP) emission limits for certain panel plants and engineered lumber operations. They are not applicable to plants that did not have the potential to emit 10 ton/year of a single HAP or 25 ton/year of two or more HAPs prior to October 1, 2007 (the compliance date). Note the ton/year threshold figures are for total plant-wide emissions. These standards limit HAP emissions from most rotary, tube, and softwood veneer dryers; hardboard bake ovens; and hot presses at particleboard, MDF, OSB, and hardboard plants. On a new production line (one installed after January 2003), emissions from board coolers, fiberboard dryers, and hardboard pre-presses, in addition to those from hot presses, are also subject to MACT emission standards at particleboard, MDF, OSB, and hardboard plants.
