Technical Bulletin No. 0032: Particulate Matter Reduction Trends in the Kraft Industry (AQTB)

As recently as five years ago, there were only a limited number of air pollution control laws existing at either the local or state level. With the exception of local smoke ordinances, the active abatement programs were located principally on the West Coast, where due to limited air sheds and high population density, Los Angeles County and the San Francisco Bay Area developed air pollution control districts. At the state level, Oregon and California were the first to adopt ambient air standards. Public interest and the catalyst of Federal financing to develop and support air pollution control programs at the state and regional level has resulted in considerable activity in this arena. These actions are nationwide and are in a varied state of development, ranging from planning to active programs. An outcome of this activity has been the development of air quality control standards that are of interest to the industry.
