Technical Bulletin No. 0048: A Technical Guide to the Pulp and Paper Industry's Interpretation of Atmospheric Source Emission Regulations (AQTB)

This Technical Bulletin was prepared by Leon Duncan and Russell 0. Blosser of the National Council staff. It is designed to aid individual mills, or groups of mills, in translating existing and proposed source emission regulations into particulate collection and gaseous component reduction efficiencies for a variety of process emission points including power boilers, kraft recovery furnaces, lime kilns and smelt dissolving tanks. Beginning first with a simulated problem involving a process weight table regulation and computation of the required collection efficiency for an electrostatic precipitator, it then proceeds to present and discuss a series of tabular and graphic correlations between allowable emission levels, source capacity or process weight rate, and required control system efficiency. The information presented should facilitate (a) determination of the technical feasibility of various existing and proposed control agency regulations, control technology for compliance, (b) selection of appropriate and (c) determination of economic impact of such regulations on individual mills or groups of mills.
