Technical Bulletin No. 0063: A Guide to the Capability and Utility of Meteorological Analysis in Estimating Emission Impact at Pulp and Papermill Sites (AQTB)

In the last few years National Council staff has participated in the organization of a number of mill site meteorological studies designed to determine seasonal and short-period atmospheric dispersion characteristics under a variety of meteorological conditions. It became evident that there would be a growing application of such investigation techniques as a consequence of (a) development of regional ambient air quality management implementation plans, and (b) planning and application of more extensive emission control measures at mill sites. The National Council therefore undertook a research project designed to assist member mills in the future development of such meteorological study plans. Its objectives were to develop a working document (a) covering the applied aspects of collection, generation, analysis and interpretation of meteorological data as an aid to mill site emission control program development, and (b) providing guidelines concerning the scope and usefulness of such analyses in defining and solving air quality protection problems at both existing and new mill sites.
