Technical Bulletin No. 0069: Atmospheric Emissions from the Pulp and Paper Manufacturing Industry – Report of NCASI-EPA Cooperative Study Project (AQTB)

In April 1967 the National Council and EPA's predecessor agency, the USPHS, undertook a cooperative study of atmospheric emissions from the paper industry. Its objective was to compile the then currently available information on such emissions, and the technology available for their control, and make this information generally available by means of a joint report. A working group was established whose initial responsibility was to circularize the various segments of the industry with the necessary questionnaires. They solicited listings of major process emission sources, their control features, levels of gaseous and particulate emission before and following use or passage through control systems, and data on the analytical procedures employed. The segments considered separately included kraft and sulfite (both acid and semi-chemical) pulping, and non-integrated paper making. The latter segment was examined with regard to its fuel use and emission data for steam and power generation, as were the chemical pulping segments. In addition to the questionnaire data, the Current technical literature as well as National Council technical bulletins were examined for information. EPA's predecessor agency also undertook a limited field survey program at several kraft mills during which information supplemental to the above data resources was obtained. This limited field survey work also served to extend the agency personnel's familiarity with the kraft pulp and paper industry's manufacturing and control process technology.
