Technical Bulletin No. 0139: Design and Construction of High Degree Effluent Treatment Works at the Augusta, Georgia Mill of Continental Can Co., Inc.

The attached bulletin describes the unusual waste treatment facilities installed by Continental Can Co., Inc., in connection with a bleached board mill constructed by the Company on the Savannah River, at Augusta, Georgia. Apart from the ordinary waste treatment requirements in connection with reduction of BOD and suspended solids, the primary objective of the installation was to avoid upsetting the biological balance of the stream. This latter consideration is of importance because of the existence of the Savannah River Project of the Atomic Energy Commission located some twenty-two miles downstream from Augusta. While it is too early at this time to judge the total effectiveness of the operation, it has already been demonstrated that the system is adequate to absorb "start-up" lasses with no adverse affect on the Savannah River.
