Technical Bulletin No. 0167: A Panel Discussion: The Effects of River Developments on the Waste Assimilative Capacity of Streams Presented at the 1963 Annual Meeting of Members

National Council Technical Bulletin No. 167, which is attached, contains the substance of a panel discussion presented at the National Council's Annual Meeting of Members in 1963, entitled "The Effects of River Developments on the Waste Assimilative Capacity of Streams." It includes the introductory remarks and closing summary by Professor C. J. Velz, then Chairman, Department of Environmental Health, University of Michigan, who acted as Moderator. Members of the panel were: A. H. Paessler, Executive Secretary of the Virginia State Water Control Board; M. A. Churchill, Chief of the Stream Control Section, Tennessee Valley Authority; and J. E. McLean, who was in charge of Water Resources Studies for the Technical Services Branch, Division of Water Pollution Control, then located in the U. S. Public Health Service. Their presentations are included in this technical bulletin. The speakers, as well as the Moderator, pointed out both the advantages and detrimental effect of impoundments and their operation on the waste assimilative capacity of streams and resulting waste treatment requirements and cost. Methods for obtaining more uniform flowage and water quality below hydropower installations were discussed.
