Technical Bulletin No. 0270: An Engineering Estimate of the Cost to the Paper Industry of Achieving Selected EPA National Effluent Limitation Levels

There is common recognition that the 1972 Federal Water Pollution Control Act Amendments mark a major change in the direction of the national water quality management program. This is evident from the legislation's stress on achieving selected national effluent quality levels for numerous industrial effluents by 1977 and 1983, and its identification of the national goal as an end to the discharge of pollutants into navigable waters by 1985.
