Technical Bulletin No. 0276: Spill Prevention and Control Aspects of Paper Industry Wastewater Management Programs

The 1972 Federal Water Pollution Control Act Amendments introduced a number of new regulatory elements to EPA's expanding environmental protection role. One was concerned with the prevention of entry of "hazardous materials" into the aquatic environment and provision of means for their removal where possible. As recently as August 22 EPA provided advance notice in the Federal Register of its intent to develop such regulations and to formally identify a number of chemical substances falling into that category.
