Technical Bulletin No. 0323: Factors Contributing to Cost Differences between Publicly-Owned and Industrial Wastewater Treatment Facilities

The Federal Water Pollution Control Act of 1972 required  that  industrial users of publicly-owned treatment works pay for that portion of any federal grant awarded for construction or improvement of the wastewater system allocable to the treatment of the industry's effluent.
