EPA climate adaptation plans

EPA is seeking public comment on 17 Program and Regional Adaptation Implementation Plans. The plans are posted at http://epa.gov/climatechange/impacts-adaptation/fed-programs/EPA-impl-plans.html. Comments are due on January 3, 2014. These draft Implementation Plans and the agency’s overall draft Climate Change Adaptation Plan are part of an ongoing effort to address adaptation across the federal government, in response to Executive Order 13514 – Federal Leadership in Environmental, Energy, and Economic Performance (http://www.whitehouse.gov/assets/documents/2009fedleader_eo_rel.pdf).

NCASI intends to submit comments on the draft Implementation Plan prepared by EPA’s Office of Water (OWA). The comments will encourage OWA to clarify whether the intent of its draft Implementation Plan is to generally encourage a forward-looking management approach or to implement adaptation actions that will address a particular climate projection. If it is the latter, assessments of potential adaptation actions should incorporate quantitative projections of the rate of climate change, the rate at which identified environmental endpoints are expected to respond to such change, and the uncertainty embodied in both projections. The need for uncertainty analysis is especially great where the draft Implementation Plan seeks to consider climate change at a local scale (e.g., in wetland permitting and enforcement decisions).
